Dear DRG Members,

It’s hard to believe we are already 2 months in to 2023. This month saw massive earthquakes in Turkey and Syria that have devastated lives and communities. In this newsletter, we share a number of resources for supporting a disability inclusive response to the crisis, and we encourage members to share any other resources that may be helpful. We also provide an update on the 2022 Global Disability Forum one year on and reporting on commitments. And as usual, our newsletter includes new reports and resources, which highlight the continuing progress being made on recognizing and addressing the needs and rights of persons with disabilities affected by humanitarian emergencies.

GDS Anniversary - Reporting is open for GDS Commitments!

Deadline April 15 2023

One year ago, the Global Disability Summit 2022 (GDS2022) was held on February 16th and 17th 2022. Therefore, we are excited to celebrate the anniversary of this landmark event by launching the platform for tracking progress against commitments made at previous GDS events. The reporting exercise on GDS Commitment is open and can be done through iData HERE. This platform will be open until April 15, 2023. Once the reporting exercise is closed, the GDS Secretariat will make all progress submitted publicly available.

Education Cannot Wait Announces New US$1.2 Million Investment to Enhance Education Opportunities for Children and Adolescents with Disabilities

Around the world, children and adolescents with disabilities are 49% more likely to have never attended school – this number is especially high for those living in crisis-affected areas. To address this global challenge Education Cannot Wait (ECW) announced a US$1.2 million grant to the International Disability Alliance (IDA). The 36-month ECW Acceleration Facility grant will fund an initiative by IDA to support the acceleration of equitable inclusive education in emergency for children with disabilities – including those from underrepresented groups, such as children with intellectual disabilities, deaf, blind and indigenous children with disabilities. This work will be done through partnerships with Organizations of Persons with Disabilities at both the local and global level.

Taking action to achieve inclusive WASH - Online Course

ONLINE COURSE

Making water, sanitation and hygiene services available to everyone is at the heart of the Sustainable Development Goals agenda, yet we are not on track to meet the SDG 6 goals. To accelerate progress, WASH practitioners, including national and local governments, water and sanitation utilities, public and private service providers, regulators, NGOs and community organizations, must understand and tackle the barriers that prevent vulnerable groups, including persons with disabilities, from accessing WASH services and contributing to the development process. This introductory course is open to a global audience, especially WASH practitioners and decision makers (governments, utilities, NGOs, service providers, UNICEF, WaterAid and the World Bank Group staff) working in development, fragile and conflict-affected states or humanitarian contexts.

Barriers to Healthcare Access for Deaf Nigerian Women and Girls during Emergencies

This report presents preliminary research on the experiences faced in health care by deaf women and girls in Nigeria, highlighting the most recent emergency and disaster situation, the COVID-19 pandemic. The report will present several recommendations to reduce the inequities in the intersection of gender, disability, and linguistic minorities.

ADVANCING DISABILITY-INCLUSIVE ACTION ON INTERNAL DISPLACEMENT

IDMC has led the production of the first collaborative report on internally displaced persons (IDPs) with disabilities in situations of conflict, violence and disasters. The report brings together inputs from CBM, the European Disability Forum, Humanity & Inclusion, the Inclusive Data Charter, IMPACT Initiatives, Ruhr University Bochum - Institute for International Law of Peace and Armed Conflict, the Stakeholder Group of Persons with Disabilities and UNHCR. This report represents a first step toward addressing the paucity of data on IDPs with disabilities. Its findings highlight the differentiated and multi-dimensional impacts of displacement on the lives of persons with disabilities and the intersecting challenges they face before, during and after displacement.

As the catastrophe of the earthquakes in Türkiye and Syria is still unfolding, organisations of persons with disabilities and their families call for the governments of Türkiye and Syria, the European Union (EU), humanitarian organisations, donor agencies and other supporting countries to ensure the protection and safety of persons with disabilities, by fulfilling their obligations under the UN Convention on the Rights of Persons with Disabilities, in particular Article 11 on situations of risk and humanitarian emergencies, and by adhering to other relevant standard and guidelines, in particular the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action.
